Description

Overview of FAA functions and requirements applicable to Type Design Approval, Production Approval, Airworthiness Approval and Continued Airworthiness associated with military procured commercial derivative aircraft and products. Course will focus on the unique military needs in procurement (customer versus contractor) of products meeting civil airworthiness requirements which are aligned with military-specific mission/airworthiness goals. Prior certification experience is beneficial, but not required.


Includes instruction, course materials, refreshments and lunches. The course notes are for participants only and are not for sale.

Learning Objectives

  • Have an understanding of the Federal Aviation Administration (FAA), Aircraft Certification Offices (ACOs), their relationship with FAA Flight Standards Service, and the functions of these offices in original certification, operation and continued airworthiness;
  • How to plan, during the Request For Proposal (RFP) phase, for leveraging military mission needs with civil certification and embedding same within contract requirements, thereby providing a roadmap for success;
  • Understand the scope of the Interagency Memorandum of Agreement between the Federal Aviation Administration, the U.S. Air Force, the U.S. Army, the U.S. Navy/Marine Corps, and the U.S. Coast Guard for FAA Certification, Continued Airworthiness Support, Maintenance Program Support, and Technical Assistance for Commercial Derivative Aircraft (CDA);
  • Understand the meaning of “baseline” and “program specific” support services under the FAA/DoD Interagency Memorandum of Agreement;
  • Clarify the roles and responsibilities of the FAA Military Certification Office (MCO) in support of military commercial derivative programs;
  • Provide civil certification options when government furnished equipment (GFE)/special mission equipment (SME) are involved;
  • Understand importance of detailed supplier generated Project Specific Certification Plans to the success of the procurement process;
  • Correlate Air Force Policy Directive 62-6; NAVAIR Instruction 13100.15; Army Regulation 70-62; and Mil-HDBK-516B with FAA civil certification when utilizing a tailored (TACC) or modified (MACC) airworthiness certification criteria process;
  • Use of TACC and MACC in defining and optimizing civil certification of military mission requirements, and the importance of same as a key program management (contractual) tool during the RFP process.

  • Parts Manufacturer Approval (PMA) process
  • Technical Standard Order Authorization (TSOA) process
  • Airworthiness Standards Parts 23, 25, 26, 27, 29 and 33
  • Part 183, Representatives of the Administrator, including Subpart D, Organization Designation Authorization (ODA)

Day Two

  • Part 43 Maintenance, Preventive Maintenance, Rebuilding and Alteration
  • Eligibility of Department of Defense (DoD)/DoD contractor installations and modification centers as FAA Part 145 Repair Stations
  • Part 39 Airworthiness Directives
  • Flight Standards Aircraft Evaluation Group’s (AEG) role in aircraft certification
  • Special conditions, equivalent level of safety and exemption process and issuance
  • Type Certification (TC) and Supplemental Type Certification (STC) process (FAA Handbook 8110.4)
  • Utilizing FAA and Industry Guide to Product Certification, specifically Project-Specific Certification Plan (PSCP) principles in the Request for Proposal (RFP) process
  • Impact of FAA Safety Management practices
  • FAA Form 337/Field Approval process
